11月15日，2017年全國石油和化學(xué)工業(yè)質(zhì)量標(biāo)準(zhǔn)化工作會議在京召開。在國家標(biāo)準(zhǔn)委員會副主任崔鋼、中國石油和化學(xué)工業(yè)聯(lián)合會副會長周竹葉、工信部科技司副巡視員盛喜軍、國家質(zhì)檢總局產(chǎn)品質(zhì)量監(jiān)督司巡視員鄭衛(wèi)華等領(lǐng)導(dǎo)們的見證下，由中國工業(yè)清洗協(xié)會組織起草的中國石油和化學(xué)工業(yè)聯(lián)合會團(tuán)體標(biāo)準(zhǔn)《工業(yè)清洗企業(yè)資質(zhì)等級和評價(jià)要求》（T/CPCIF 0004-2017）正式批準(zhǔn)發(fā)布，將于2018年1月11日在石油和化工行業(yè)全面實(shí)施。
這是中國工業(yè)清洗協(xié)會為加強(qiáng)工業(yè)清洗行業(yè)的質(zhì)量管理，維護(hù)工業(yè)生產(chǎn)企業(yè)利益，規(guī)范石油和化工領(lǐng)域工業(yè)清洗市場秩序，促進(jìn)工業(yè)清洗行業(yè)健康、安全發(fā)展，而做出的一項(xiàng)重要舉措。《工業(yè)清洗企業(yè)資質(zhì)等級和評價(jià)要求》（T/CPCIF 0004-2017）標(biāo)準(zhǔn)的頒布，將為石油化工行業(yè)企業(yè)今后選擇工業(yè)清洗服務(wù)企業(yè)時(shí)提供了衡量企業(yè)服務(wù)能力高低的一把標(biāo)尺。
石油化工行業(yè)是我國國民經(jīng)濟(jì)的重要支柱行業(yè)，也是工業(yè)清洗最重要的服務(wù)領(lǐng)域，石化生產(chǎn)設(shè)備開車前清洗可以到達(dá)滿負(fù)荷生產(chǎn)工藝設(shè)計(jì)的要求，創(chuàng)造良好的開車生產(chǎn)條件、保證投料開車和生產(chǎn)的順利進(jìn)行，避免石化生產(chǎn)投料開車事故，消除安全隱患，延長生產(chǎn)設(shè)備和裝置的使用壽命，提高產(chǎn)品合格率、保證產(chǎn)品品質(zhì)和縮短開車試生產(chǎn)時(shí)間。在役設(shè)備的清洗可以恢復(fù)設(shè)備裝置的生產(chǎn)能力、提高生產(chǎn)效率，有效的延長設(shè)備的使用壽命，降低安全事故的發(fā)生等。同時(shí)，石油化工裝置通過清洗，可起到節(jié)能降耗的作用，對石油化工裝置的安全有效運(yùn)行、節(jié)能減排至關(guān)重要。
目前，我國從事石油化工建設(shè)和檢維修清洗施工的單位大部分屬于中小型工業(yè)服務(wù)企業(yè)和單位。部分企業(yè)存在現(xiàn)場管理不規(guī)范、作業(yè)安全體系不健全、服務(wù)質(zhì)量不穩(wěn)定等現(xiàn)象；導(dǎo)致清洗服務(wù)質(zhì)量差異較大，甚至出現(xiàn)嚴(yán)重影響石化裝置安全穩(wěn)定運(yùn)行等問題，對石化行業(yè)健康發(fā)展帶來不利影響。能否為石油化工行業(yè)提供安全、優(yōu)質(zhì)的服務(wù)，取決與從業(yè)單位的質(zhì)量、技術(shù)和服務(wù)的實(shí)力。實(shí)施資質(zhì)管理、推進(jìn)石油化工清洗施工作業(yè)的標(biāo)準(zhǔn)化、規(guī)范化，促進(jìn)清洗施工單位的技術(shù)和質(zhì)量的提升；是中建筑業(yè)協(xié)會石化建設(shè)分會、中國石油工程建設(shè)協(xié)會、中國化工施工企業(yè)協(xié)會和中國工業(yè)清洗協(xié)會聯(lián)合頒發(fā)《工業(yè)清洗行業(yè)企業(yè)資質(zhì)證書》的目的所在。

The promulgation of the qualification and evaluation requirements of industrial cleaning enterprises (T/CPCIF 0004-2017) will provide a benchmark for the petrochemical industry enterprises to choose the industrial cleaning service enterprises in the future.
The petrochemical industry is an important pillar industry of China’s national economy, but also the most important services in the field of industrial cleaning, petrochemical production equipment before driving cleaning can reach the requirements of full production process design, to create a good car production conditions, ensure commissioning and production smoothly, avoid petrochemical production commissioning accidents, eliminate safety, prolong the service life of the device and production equipment, improve the rate of qualified products, ensure the quality of products and shorten the start-up time of trial production.
