11月21日，中國化工報在一版頭條位置以《化學清洗業(yè)亂象叢生隱患重重，業(yè)界呼吁盡快加強監(jiān)管》為題，報道了在浙江、江蘇、山東、河南等地存在“化學清洗、鍋爐水處理市場存在用假資質(zhì)、假檢測報告蒙騙用戶企業(yè)，以假亂真現(xiàn)象嚴重；劣質(zhì)清洗劑、阻垢劑、熱載體充斥市場，有的把廁所清洗劑冠名為鍋爐軟水劑推銷給用戶企業(yè)，不但不阻垢，反而造成鍋爐堵管爆管；“一證多用”、魚目混珠，經(jīng)常會有兩個甚至兩個以上的清洗公司共用一個清洗資質(zhì)，并美其名曰“掛靠”；無證“游商”、以次充好橫行，有些清洗從業(yè)企業(yè)多為小作坊式、夫妻店，靠游擊戰(zhàn)方式推銷產(chǎn)品，用劣質(zhì)廉價的產(chǎn)品冒充阻垢劑欺騙用戶企業(yè)；“套餐”服務成潛規(guī)則，中央空調(diào)、循環(huán)冷卻水、鍋爐設備安裝人員在安裝設備時，配套捆綁使用各類阻垢劑、清洗劑，而他們其實根本沒有專業(yè)的技術(shù)力量，給用戶企業(yè)造成了嚴重損失”等等現(xiàn)象，嚴重影響了行業(yè)整體利益和社會形象。
23日，針對報道的這些現(xiàn)象，協(xié)會陸韶華理事長指出“中國工業(yè)清洗協(xié)會將同更多的工業(yè)生產(chǎn)行業(yè)組織、企業(yè)加強合作，采取行業(yè)自律與監(jiān)管共抓的應對舉措，建立工業(yè)清洗行業(yè)統(tǒng)一的標準化技術(shù)體系，推行工業(yè)清洗產(chǎn)品市場準入及質(zhì)量監(jiān)督制度，規(guī)范工業(yè)清洗企業(yè)市場競爭和服務秩序，實施工業(yè)清洗安全作業(yè)能力水平評估辦法。
工業(yè)清洗是指在工業(yè)生產(chǎn)中，利用物理、化學或生物技術(shù)去除工業(yè)裝置、設施以及產(chǎn)品表面上的外來或殘留物質(zhì)，如水垢、氧化皮、油脂、灰塵、毛刺、雜質(zhì)等，恢復其原有表面狀態(tài)或達到一定潔凈要求的過程現(xiàn)代工業(yè)清洗技術(shù)在石油、化工、電力、冶金、機械、電子、建筑、輕工、交通、航空航天等領(lǐng)域得到了廣泛應用，已經(jīng)成為社會化的服務性行業(yè)。各種專業(yè)化的清洗企業(yè)不斷涌現(xiàn)，已經(jīng)形成了清洗劑研發(fā)生產(chǎn)、清洗裝備及機具制造、清洗工程服務三大領(lǐng)域互為支撐，具有一定規(guī)模的產(chǎn)業(yè)體系，為中國的工業(yè)發(fā)展創(chuàng)造了經(jīng)濟和社會效益，為節(jié)能減排和清潔生產(chǎn)做出了巨大貢獻。
由于工業(yè)清洗中的化學清洗技術(shù)需要使用酸、堿、有機溶劑等具有一定腐蝕性的化學物質(zhì)的工作，清洗時既要保證除垢率，又要保證對設備或產(chǎn)品的腐蝕處于可控范圍，具有工藝多樣性、技術(shù)含量高等特點。高壓水射流清洗技術(shù)、PIG清管器清洗、石油儲罐機械清洗等新興的環(huán)保清洗技術(shù)的服務對象多是石油、化工、電力、冶金、機械等生產(chǎn)企業(yè)，清洗對象種類繁多、大小不一、所處環(huán)境復雜，對作業(yè)人員人身健康安全、企業(yè)生產(chǎn)安全、生態(tài)環(huán)境安全都有嚴格的要求。
長期以來，由于不同的工業(yè)生產(chǎn)領(lǐng)域?qū)I(yè)清洗作用的認知程度不同，對工業(yè)清洗服務的監(jiān)管也未到位，存在體制上的“九龍治水”、“政出多門”的現(xiàn)象。同時，由于部分行業(yè)協(xié)會的管理職能并不包含工業(yè)清洗，因為存在工作業(yè)務上的關(guān)聯(lián)關(guān)系，也參與了工業(yè)清洗業(yè)務的管理，更是加劇了行業(yè)“條塊分割管理”，導致了各種亂象的出現(xiàn)。為了改變這種現(xiàn)狀，經(jīng)民政部、國資委批準同意，于2011年12月21日，在人民大會堂正式宣告成立中國工業(yè)清洗協(xié)會，中國工業(yè)清洗行業(yè)正式確立了自己的行業(yè)組織。
